I have had this working before, it can be done.  I lost interest
in CS some time ago however so my memory is rusty.  As I recall, you
need to forward several ports on the firewall to get it to work right.
You will probably have better luck on the halflife server admin mailing
list for specific details.  Let me see if I can find any info on that
list for you...
