What ILS you use or whether you use an ILS has no effect on communications
speed -- it is not a party to the call.
http://www.meetingbywire.com/NetMeeting101.htm has an explanation of the ILS
server function and a list of other connection strategies.

To run an ILS you need:

a 24/7 connection to the internet

NT server
IIS 3 or 4
ILS 2 (downloadable from http://www.microsoft.com/msdownload/ils/ils20.asp)

or

Site Server 3 ( demo downloadable from
http://www.microsoft.com/windows/NetMeeting/ils/default.asp?LNK=2 )
