Transmitting or receiving video at the start of a call is controlled in the
Tools->Options Video tab -- the "Send.." and "Receive..." check boxes at the
top.
Video can be paused using the pause/play button on the left below the video
window. Sending and receiving can be paused or played individually by right
clicking on the received image and checking or unchecking pause or by right
clicking on the "My Video' Window ( or the picture in picture video window
in the bottom right hand corner of the receiving video window) and checking
or unchecking the pause/play button.
I always start a call with video send/receive off ( sometimes setting up the
video delays the full connection), I run with picture in picture on all the
time - I press the play button when the call is established and use
individual send/receive pause if it seems like video is interfering with
audio in the call ( this can happen if routers are busy, either party is on
a very busy ISP or the video sent or received is too large)
