THanks for the advice. Last evening I got it working. Not sure what I did 
but it seems that installing WIN98 SP1 helped. Or maybe not. I did not note 
everything I did so to attribute the solution to something in particular is 
difficile. Folks you may want to try that though. You may also want to try 
changing ILS servers. If you have been only using the same one for all of 
your tests

Thanks to Brian for the tip on the green light being on for the audio 
connection. It helped a lot.

Dear Terry,
Good evening and best wishes!  Is your processor more than 166 MHz?  If 
not,
the problem lies with the device driver not being able to be activated due
limits of the processor. If so, you should download the latest service pack
1for the netmeeting, from the windows update page . This should solve the
problems.  And, further, never manually set the squelch or noise level of
the audio!
