I know this is a silly question, but once I get ILS/Site Server setup and
configured, do I just connect through Netmeeting via IP address of Site
Server?

Likely the cheapest way is running NT4 server, IIS and ILS 2 which is a free
download but if you already have Win2000 servers there are options as well
on that platform.
