I'm having a weird problem with netmeeting that I just cant figure out.

I have a cable modem with a 125KBytes/sec upload cap that I regularily send 
at.  When I connect in netmeeting, I open dumeter so I can see my transfer 
speed.  I only send at about 5KBytes/sec.  Even weirder, is that I see 
spikes at 5KB then goes to 0KB then to 5KB, etc.  The person I am connected 
with is on broadband so they have lots of receive ability.  In addition, the 
person that sends to me shows more or less constant around 5KB.  The problem 
is is that my video appears slow and jerky to the other person, while at the 
same time, the other persons video appears totally smooth to me.

I have tried the different bandwidth settings in nm and all work the same.  
I have win98se, creative labs webcam 2 usb and nm 3.01 sp2.  I am also 
running Zonealarm (it doesn't affect video, but maybe has to do with 
speed?).

In addition, I have used ICUII and that sends video at least at a constant 
20KB to the very same people, so the problem doesn't seem to be with my 
hardware/internet connection.

Why is my send speed not constant?  It seems even at a constant 5KB, it 
would provide smooth video.

Are there any options/settings that I can adjust at all?
