What Brian said about your connection does have everything to do with your
video quality. If you do have a great connection (Cable, ADSL, ISDN, T1, T3
or wireless broadband) may I suggest the ATI All In Wonder capture card? USB
cameras work well but if you are looking for better quality, I recommend
shopping for a video camera at http://www.supercircuits.com/
A hint about sending or receiving video. If you wish to only view from a
source, the source should disable their receive as you should disable your
send. After doing so, make sure your <Quality> slide is set higher. These
couple of things will make a major difference in the quality of the video
you receive. It's hard for me to explain why but regardless, Net meeting
will try and set up conditions to allocate its use within the broadcast
unless you disable them. I would guess to say it defines or formats the
packet's size that will be used, thus adapting to the amount of bandwidth
available. In other words, trim the fat.
