What O/S are you using NetMeeting on?
ILS on Win2000 runs LDAP on tcp port 1002 by default. Clients before Win2000
expect the ILS at tcp 389.
If this is your problem you can:
1) reconfigure the ILS to run on port 389(assuming there is not already a
Ldap server running on that port -- I think Exchange could be such a server)
2) configure the non 2000 or later clients to use tcp 1002 ( by adding :1002
to the name or IP address you specify in NetMeeting)
