Hi Jurgen,

The idea here is to focus on the question of whether we're going to allow NBC 
changes in YANG 1.0/YANG 1.1.  So maybe there are some details of the options 
that are independent or need further refinement/debate. Can you give 1 or 2 
examples of the points below that you're concerned with?

Note - K1 isn't intended to be a discussion about the full solution. We're 
going to instead try to pull things apart in a series of independent sequential 
decisions that build on each other (at least for a small number of key issues).
