I agree that an rfc8342bis would be nice.  I’d like to see it include the 
<factory> datastore, as well as clarify that <running> is valid vis-a-vis 
<intended> being valid.

Also, it is probably worth stating that <intended>, whilst subject to 
validation, may not be used internally.  Specifically, whilst we want templates 
to be expanded in <intended> (e.g., for validation), the internal system may 
NOT want the templates expanded, in order to have a more memory-efficient 
implementation.
