Tools like kramdown-rfc-extract-sourcecode can already do all the extraction 
work based on the existing definition of RFCXML [1].
What is new here is gathering additional attributes such as “target" (which 
would be attributes in the XML, just like “name” for what is called “file” 
above).
Also, “EXAMPLE” is a category that should be captured as different from “CODE" 
in the XML.

It may not be widely known that RFC 7991 is not a useful reference here, as it 
is de-facto obsoleted by the above.
