Dear WG,

Updates for issues raised during AD review for
draft-ietf-netmod-yang-module-filename:

* Update rfc8407bis instead of RFC 8407.

* Removed speculative paragraphs about required
  effort for updating tooling.

The currently outstanding issue is the IANA guidelines,
which will be discussed together with IANA on site in
Montreal.
