This is a bad idea: you should always maximize the routers you have in the 
network.
Each router gives its contribute to the stability and "health" of the network.
Therefore, if you start to bring nodes down, you are also affecting the
efficiency of the network. 
Real world analogy: you want some to stop some activities that are being 
developed
in some particular place. Therefore, you build a nuclear bomb, and activate
it. Result: the activities have stopped. Everything has stopped.

The problems you are discussing are independent from the network, _and should 
not_ 
involve the routing mechanisms.

I may suggest another solution, like Adblock ( 
http://en.wikipedia.org/wiki/Adblock ).
In other words, if you don't like something, you are free to ignore it.

Moreover, if you want to impose some kind of rules, then contact your
preferred government. It is its job to impose rules. If it cannot do so, then
it is another problem, and is not a problem of Netsukuku.

Netsukuku is a tool, like a pen. You don't modify pens because there is the
possibility of writing bad things (see also what the DRM is doing right now).

You are free to discuss your preferred solution of government (i.e. of impose
some set of rules), but I consider this a bit Off Topic here.
