I've just noticed that the tag <font size=+1> inside a heading which has a larger font size results in a smaller font, not a larger one. I suspect that the +/-whatever is interpretted as relative to the default paragraph font size not the prevailing header font size. This doesn't seem logical. What is the correct behaviour?
