Well... What we witnessed in Germany in the naughties and early 2000 and still 
going today I suppose is the public claiming of "nationally liberated zones" 
particularly in the east if Germany but not exclusively. This included a larger 
group of neo-fascists (I can't recall exact number atm) going "underground" and 
only be discovered more than a decade later ...
