Dear All,

Considering our past experience with the RTI Act and its usage, here are
a few observations:

1)  It is usually a good strategy to file more than one application by
different parties.
2)  Please attach a copy of the press release along with your
application to avoid evasive responses.
3)  Please indicate clearly the public officials present or quoted in
the press release announcing the MOU.
4)  You may want to use the RTI format but that is discretionary.
