teaching sector they are targetting?

One solution could be to use RTI to understand the entire process and
get the proposals being submitted to the univercity by Microsoft or who
ever?

and have a bottom up approach where authorities from those colleges make
a proposal on somewhat similar lines like the one already given by the
proprietory counterparts.
If we can successfully convince a few colleges and get the ball roling
then might be some thing can be done about this.
I said this is a "remote" possibility because we can't asume that there
are indeed colleges under Delhi univercity which already use FOSS in
their labs or have some kind of commitment to use it in trainning.
May be people from Delhi like Narendra can be a better person to find
this out.
I remember we were planning some kind of project with the Maharashtra
government.  I don't know if that is still alive and has any one met the
concerned personal with a tentative or completed proposal?
I asume not because there is no such email offlate on this mailing list.

I think we should not relax and at least some people must give some
dedicated time for this work.
It could be part time volantary contribution, but some consistency is
recommended, else we will always be at the loosing side, given the
aggressive  method of promotion by these selfish profit making
companies.
