Early SMF design called for kernel read access for the repository so 
that it could be used for things like driver settings.  Actual SMF
implementation ran into the reality of too much work and too few
resources.  If anyone was contemplating attacking the general problem
without using SMF, I'd like to understand why. :)

But, in the absense of folks/funding to do work, it's all academic.  
I'm hopeful that someday the SMF team will be able to move this work 
back onto our priority list, but it isn't in the documented future.
