That is how it works today. If you look at the overall picture of the
discussions in this forum, you should see a gradual trend of thoughts

I'm well aware of that and the reasons for it, and mostly I agree
with them. However, you've pointed up one reason for *not* moving
toward an undisciplined mess. Your suggestion, of constraining the
developers of IP to group all their data-output from this function
in one place, is only a point solution. I'm suggesting that it is
a more global issue and better addressed by an infrastructure
solution.
In the past, the infrastructure was Streams. If IP is calling
down to drivers using putnext, it still is Streams at least in
this location in the stack. It sounds like pfhooks is moving
away from Streams (which is fine) but in a not-very general
way.
