I'd want to push it into layer 2, but that would add a bunch of
complications in itself, because IPMP takes advantage of the fact that
it is at layer 3 (in fact, in lots of respects it's a key feature of
how it works).

I don't know how to ask the question without sounding patronising,
but: you do know what IPMP does and how it works, right?
