Can you explain in 3-4 sententeces (or more if you like) what this programmatic dependency is
? and what is meant by "can't allow to be changed" (why it can't") ?
Here is one completely hypothetical example:
Suppose there is a module that will perform classification or other
preprocessing of incoming packets and attach "notes" to them for use by
other modules further upstream. Then a second filter module that
attaches to the same hook is written to require such notes for correct
operation. We can not allow an administrator to change the relative
order of these two modules, or to remove the preprocessing module while
its dependent is present.
