Good point. Typically, broadly scoped code-reviews such as those requested from this community are one of the last things a project will undergo prior to integration. In order to get better participation from the community, it would admittedly be good if the code-review request contained such information (like, "this is our final code-review prior to integration"). This would give you an idea that the project will probably integrate shortly after the code-review is complete. Given all of that, if you're working in the area that is affected by the change undergoing review, then please feel free to participate in the review.
