Good point.  Typically, broadly scoped code-reviews such as those
requested from this community are one of the last things a project will
undergo prior to integration.  In order to get better participation from
the community, it would admittedly be good if the code-review request
contained such information (like, "this is our final code-review prior
to integration").  This would give you an idea that the project will
probably integrate shortly after the code-review is complete.

Given all of that, if you're working in the area that is affected by the
change undergoing review, then please feel free to participate in the
review.  Your feedback would undoubtedly be valuable.
