You should contact him directly.  As strange as it may sound, he can
actually hold both ends of the contract (being the proxy for you), if
he finds the terms acceptable.

I don't think that's true at all.  In fact, I think you'd be highly
motivated to get it done and be in a position to understand exactly
what a consumer of such an interface would need.  I think it'd be
ideal if you could contribute it, or get others to collaborate on a
contribution.
