The first step would be filing an RFE via bugs.opensolaris.org.  Then
either work out the changes yourself (I'd suggest enhancing LDI) or
ask for help from someone else.

If you want, it could be an Open Solaris project.  Just propose that
it be one, and get someone to second the proposal.

As for ARC review and the rest, it's documented on the web site, but
the short answer is that this looks like it may be a simple fast-track
to me, so all you need is a text write-up describing the new
interfaces, how they are intended to be used, the stability level
(should probably be "Committed"), and the release binding (patch/micro
seems fine).  Then find someone to sponsor it (I can do that).

Once you've got ARC review, get design and code review comments from
interested people, and go through the regular find-a-sponsor process
to get it integrated.

As for time, ARC fast-tracks are typically approved in under a week.
Those that generate a lot of mail (due to controversy or incomplete
materials) can take quite a bit longer.

The rest runs in parallel to the ARC process.  In the very best case
(and if you work very fast) you could do it all in a week.  More
likely, it's a couple of weeks of work, with the bulk of the effort in
designing, coding, testing, and reviewing the results.
