Thanks, Jim. This is actually a big help. Paul Jakma and I wanted more information on /etc/gateways. To me the man page was unclear on the file's usage. You said:


The /etc/gateways file is used to configure in.routed, the combined
ICMP Router Discovery and RIP-2 daemon.

You don't need /etc/gateways for normal operation.  You need it if the
defaults for in.routed (documented in the man page) aren't what you
want.


This is a good enough answer for my procedure. I assume that most people want the default operation for in.routed and have no need to further configure /etc/gateways.
