Raja, does he also need to advertise the capability using DL_CAPAB_SOFT_RING ?

He need not do anything specific if it is a nemo driver. All nemo
drivers advertise DL_CAPAB_SOFT_RING. And if ip_squeue_fanout is set,
then ip will ask nemo to configure soft rings at plumb time.
