No.

At user level?  (That's what 'divert' does, last I checked.)

The usual ways such a thing is done include STREAMS modules (pushed on
the DLPI driver stream) and user-space daemons that open and
read/write raw DLPIv2 devices.

A real Divert Socket for Solaris sounds like an interesting project,
and one that's somewhat related to IP Filter.
