.... until the scheduling overhead for many small transmissions
becomes important, eg. for *very* many, under loopback, and
on a system cpu-loaded enough that throughput is becoming
more important than single-application latency.

Adaptive is important.  Schedule to the bottleneck
(once you've identified it, and bear in mind that it
shifts).
