"Propagating" doesn't quite make sense for IGMP, unless you were
bridging networks.  (And Solaris doesn't currently support bridging.)
IGMP is intentionally a link-local protocol used to communicate
between group members.  Routing between links is a separate matter.

Solaris doesn't include the multicast routing daemons that would
listen to the information gathered by IGMP messages (section 6 of RFC
3376) and perform multicast routing functions.  It does not include
DVMRP, PIM, or other such protocols.
