OK, so if LLA is used, only one interface can be up.  If there
are other interfaces which also happen to be plugged in and
do not have IP address assigned, I guess they will be "left alone."

But this is only half the question.  Can a machine with only
routable address talk to a machine with only LLA if they happen
to be on the same link?  How can this happen?  Maybe because of
a mis-configuration?  If we think that this case can only happen
in case of a mis-configuration, we may decide not to support it.
I'd like to understand how MacOS handle this case.  If someone
knows the question, please let us know.
