The system is a Netra 20 running Solaris 9.
I am told (I will confirm this) that here are no special networking
software installed which autopush their own driver modules and thus the
system uses the default Solaris 9 driver for the Netra 20 on board
network eri port.
I've searched the net extensively and I even went through the book
"Solaris Performance and Tools" by Richard Mcdougall and friends.
But while a lot of documentation exist for definition of the individual
counters, material for interpretation is very sadly lacking.
I am seeking assistance in the interpretation of the said counters and
I am willing to actively contribute in whatever way I can in creating a
web page or site for the interpretation for the network or related
system performance metrics / counters.

Basically I would appreciate a confirmation of the troubleshooting
logic below;
Check "netstat -an" for Send-Q and Recv-Q numbers. If they are non zero
steady-state or an increasing value, this might indicate a perhaps a
resource or driver problem (keeping in view of the tcpInErrs and
udpInCKsumErrs vlaue). Which might indicate a problem with the box or
the OS.
Check tcp re-transmit counter (tcpReTransSeg and tcpReTransBytes)
numbers. If they are high and increasing, this might indicate an
external network issue.
