I'll duplicate the packets and send them.  It's not just multicast and
broadcast that get this treatment; unicast to an unknown destination
also has to be flooded.

The rules are a little more complex for RBridges, because they use
distribution trees for flooding, and where you send a packet depends
in part on where you are.
