What driver are you talking about?  Could it perhaps be 'ce', the only
one I think was released on S9 with VLAN support?

A quick sunsolve search on "vlan snoop" gives me (as the first hit)
this entry:

  6489357 With the backport of bugid 4722784 snoop can capture VLAN
          headers but cannot decode them

That looks interesting, so a quick glance over to that CR reveals:

  4722784 cassini driver should capture entire raw packet

That's the change for the 'ce' driver.  Sadly, it doesn't have an MR
record, even though it looks like many patches were issued for this,
including 112817-27 in S9 (according to patchstatus.sfbay).

There may be others ... but knowing what we're dealing with first will
help.
