It's from 2005, so it predates the mechanism we use to publish ARC
cases automatically, and doesn't have the 'exposure' attribute.

If you visit the ARC community web page, there's a discussion about
this (about how to get old cases published).  The underlying issue is
that we don't have the manpower necessary to go back over all the old
cases and determine what can be opened up, what can't, and what needs
to have FOIA-like black bars all over it.

I'll look over the materials and set it to open exposure.  There's
nothing secret in this one.
