Yes, it will enter INIT_REBOOT state, which is the abbreviated "can I still use this lease?" exchange (see RFC 2131). If the server does not agree to this (sends a DHCPNAK) then all it can do is forget the previous lease and start the lease acquisition process again. In other words, if that's what happening, there's no bug.
