Done.  It's CR 6718469.

If anything is, then it's just plain broken software.  The SOL_SOCKET
level of parameters are supposed to start with "SO_*".  The "TCP_*"
set of parameters belong with IPPROTO_TCP.  (Nobody really knows what
the Linicians were thinking with SOL_TCP; that's just horrible ...)

The good news is that compiled applications would be unaffected by
such a change, so it's binary compatible.  It would just force those
who are recompiling source code to fix their applications, and, since
we're the only ones with this mistake, thus be a positive contribution
to portability.
