I've asked myself the same question, but came to a different answer: en_ properties are set by the user via dladm adv_ properties are equal to en_ MINUS constraints. As a result, these are readonly.
A constraint could be a PHY that doesn't support a certain enabled (en_) capability, but also powermanagement is listed in the brussels doc as a source of constraints. I've implemented it as anadv = anenabled & phymask, where phymask reflects the capabilities of the PHY. Does this make sense?
