I'd suggest using divide-and-conquer to find the issue.  Simplify
first by getting the SNMP agent out of the picture -- check these
things instead when the link is up and when it's down:

  - what state is shown when you do "dladm show-link"?

  - if you've plumbed the interface with IP, use "ifconfig -a" to
    display the status; does the "RUNNING" flag toggle?

If those display the status properly, then your driver is working
fine, and the problem you're seeing is likely to be a problem with
that SNMP agent.
