In that case it would probably be fine, but it doesn't address the
Fishworks clustering case I mentioned.  It also seems like we're just
pushing the lump around under the carpet.  If the goal is to prevent
applications from tripping over non-IFF_UP addresses, they can be omitted
by default with SIOG[L]IFCONF, no?
