I don't follow the logic. The argument I made is simple. We can't outright remove snoop from the distribution because of existing dependencies. I'm not sure how the ARC got into this discussion, but from an architectural perspective, it is not a good idea to remove a system component when there isn't a transition plan to replace the features implemented by that component.
