IKEv2 is currently specified by RFC 4306, along with clarifications in RFC 4718. A new Internet-Draft (referred to here as IKEv2bis) attempts to unify 4306 and 4718, along with solving additional issues. When there is ambiguity, this design will follow the guidance of IKEv2bis.
