Probably. To make it certain, please edit /etc/NetworkManager/nm-system-settings.conf file, remove the 'ifcfg-suse' (so that the plugins line will become 'plugins=keyfile') and kill the running system-settings daemon ('killall nm-system-settings' as root). After doing that, does the NetworkManager process still consume a lot of CPU?
