By default NM will place build the plugin for ppp 2.4.4. It's up to the user/distribution to make sure that they build NM with --with-ppp-plugin-dir=/path/to/your/pppdir to make sure that it's in the right place. So this is more of a distribution issue. Has NetworkManager been modified on that machine at all? I'm 100% certain that a stock Ubuntu 9.04 with NetworkManager install works correctly.
