I'm not quite sure why that worked in 0.9.8.8 since the patches that
read/write DHCP_SEND_HOSTNAME only got added in December 2013, long
after both those versions came out.  But...

I've backported those patches to F20 for you, can you try:

https://admin.fedoraproject.org/updates/NetworkManager-0.9.9.0-46.git20131003.fc20

and let me know if it fixes the issue?
