No need to assign an address to a link unless you want to assign
a prefix to it.

Having the address on the "correct" NIC makes address selection work properly where you have multiple connections.

And you obviously don't want to do that for the link
you received the IA_PD from, which is why it isn't allowed
You don't want to send router advertisements for the prefix on that link, but assigning a /128 address, which would be automatically used for outgoing connections being made through that NIC, should be fine.
