I would agree with everyone else that an hour and a half seems
a bit excessive, but things can take a VERY long time if you tick the option to
check for bad blocks during format (which incidentally i would recommend the
first time you create an EXT2 partition).
I would also agree that just retrying it should do the
trick.
As for the directory situation, yes, everything will be
created for you.
