In Netscape, click Edit/Preferences/Appearance/Fonts, then choose a
larger size in the dropdown box.

If you find that ALL X fonts are too small, you might try installing the
XFree86-100dpi-fonts package, then modifying /etc/X11/XF86Config.  In
that file, you'll see two lines, one that ends with 75dpi:unscaled, the
other with 100dpi:unscaled.  Just switch the two so that 100dpi is
first, then restart X.

Mine blinks in Netscape...  don't know if there's an on/off switch for
it.
