[newbie] Telnet session

Hi everybody, I’m wondering to know, how can I accept Telnet conections into my linux server, I already have installed the telnet-server, stop the ipchains service and nothing happened, I did this before and never has this kind of problem…. Do I miss something ????   Thanks for your time   Nenister
