I'm using dia 0.90, but has some errors. E.g. if you draw something with a line thickness of n, change zoom factor and draw again,then you get the same result. So you will experience problems for getting correct output.
The to best solutions for creating network like graphs I know are: visio (maximum stupid interface, but good results for presentations), graphviz !! (http://www.research.att.com/sw/tools/graphviz/examples/).
