So I'm logged in as someone other than root, and I want to shutdown. 
My name is in /etc/shutdown.allow, but even when I type /sbin/shutdown
-a now, it complains that I'm not root.

So what's the purpose of shutdown.allow and the -a switch?

And what a contradiction!  I _can't_ shutdown even though my name is in
/etc/shutdown.allow and I specified the -a switch ("use
/etc/shutdown.allow"), but I _can_ Ctrl+Alt+Del and turn off the
computer during the memory check.
